Sarybekov Makhmetgali Nurgaliuly was born on December 22, 1956, in the village of Kazygurt, Lenger (now Tole Bi) district, South Kazakhstan region, in a family of teachers. Nationality – Kazakh.
In 1978, he graduated with honors from the Faculty of Physics and Mathematics of Zhambyl State Pedagogical Institute with a degree in "Physics."
He began his teaching career (1978-1981) as a teacher at M.V. Lomonosov Secondary School in Vannovka village, Tulkubas district, South Kazakhstan region.
In 1981, he entered the full-time postgraduate program at the Academy of Pedagogical Sciences of the USSR in Moscow and defended his PhD thesis ahead of schedule.
From 1984 to 1996, he worked at Zhambyl State Pedagogical Institute as a senior lecturer, associate professor of the "Pedagogy" department, head of the "Pedagogy and Primary Education Methods" department, dean of the Faculty of Pedagogy, and vice-rector for academic affairs.
In 1996, he entered the doctoral program at Abai Almaty State University and defended his doctoral dissertation ahead of schedule.
From 1998 to 2001, he worked at L.N. Gumilyov Eurasian National University as head of the "Pedagogy" department, vice-rector for educational and methodological work, and vice-rector for academic affairs.
From 2001 to 2004 – Rector of the Eurasian Humanities Institute (Astana).
From March 2004 to November 2009 – Rector of Taraz State Pedagogical Institute.
From November 2009 (by Decree No. 1850 of the Government of the Republic of Kazakhstan, dated November 16, 2009) to November 2012 – Vice Minister of Education and Science of the Republic of Kazakhstan.
From November 2012 to January 2021 – Rector of M.Kh. Dulati Taraz State University.
On January 15, 2021, he was elected Secretary of the Zhambyl Regional Maslikhat.
He actively participates in public work at the national and regional levels: Chairman of the National Scientific Council of the Ministry of Education and Science of the Republic of Kazakhstan (2013-2019), member of the Republican Political Council of the "Nur Otan" Party (2015-2019), Chairman of the Zhambyl Regional Election Commission (2013-2019), Chairman of the Southern Regional Rectors’ Council (2012-2020), Chairman of the "Aulie-Ata" Ethnocultural Center under the Assembly of the People of Kazakhstan of Zhambyl Region, Chairman of the Regional Competitive Commission for the development of private entrepreneurship under the "Business Roadmap 2020" (2013-2019), Member of the Board of Trustees of "Nazarbayev Intellectual Schools" JSC, and Bureau Member of the "Nur Otan" Party Zhambyl Regional Branch.
He has been awarded state, departmental, and anniversary honors: the "Kurmet" Order, the Certificate of Honor from the President of the Republic of Kazakhstan, honorary badges "Honored Worker of Education of the Republic of Kazakhstan" and "For Contribution to the Development of Science of the Republic of Kazakhstan," medals from the Ministry of Education and Science of the Republic of Kazakhstan, "Best Rector-2005," "Best Rector-2006," the "Birlik" Gold Medal of the Assembly of the People of Kazakhstan, medals "10 Years of Astana," "20 Years of Independence of the Republic of Kazakhstan," "20 Years of the Assembly of the People of Kazakhstan," "25 Years of Independence of the Republic of Kazakhstan," and "25 Years of the Assembly of the People of Kazakhstan."
He holds honorary titles: "Honorary Citizen of Taraz" and "Honored Worker of the Republic of Kazakhstan."
Married. Has three children and twelve grandchildren.
